Report a translation problem
They are stuck because they 'think theres no place to put the goods...
Sometimes it makes sense, but other times its a bug.
For example, a Storage Yard set to Get goods might return to the Storage Yard at the same time some other production building adds goods into it, making it full. In this situation, they both get stuck if nothing else can accept the goods. Ive even had deliveryman carrying nothing get stuck standing there waiting for space (despite carrying nothing).
Other times during construction the road pathing changes and the deliveryman gets confused and gets stuck/lost.
Therefore, the probability of trouble with the porter is extremely small.
But sometimes, very rarely, I've got Productions hanging for no apparent reason.

Fishing Boats bug related to Unemployment?
Solution
- give high priority to Fishing Boats (Workers Advisor);
- build them when there are Workers (Unemployment is greater than Zero);
- not allow Unemployment to be less than Zero;

..and then it dawns on me that it's the same thing.
I guess is that if the number of workers in the Building drops to zero during the porter's journey, then the Building freezes.
