1) Your Bazaars by default will buy ebony and then you end up not being able to stockpile it to fulfill the Pharaoh's request. Honestly it is annoying to remember this, but any time you are about to buy a Bazaar, pause the game, put the Bazaar down, then immediately go into its settings and tell it "Don't Buy" for Ebony.
2) There is only one town that sells Ebony as an export, it is called Kerma. It will be sieged at various moments throughout the mission. So build up a small military early on so you can provide forces to help them with their battle and resume Ebony trade.
3) You can offset at least some of the Kingdom Score loss by not being able to fulfill the request by appeasing the god Ra, and also sending forces to defend other cities when they are attacked. Though I recommend just giving the Ebony over as much as you can whenever you can.
4) If there's no visible reason why your town doesn't have ebony, check your bazaars... it's possible they bought it already. That happened to me a few times, I would forget to check "Don't Buy". In that case, I clicked the red X next to the shop's Ebony stock to throw it away, set it to "Don't Buy" and trade resumed as normal.
You can do more but I set my Ebony to stockpile at 400 and that seemed to be enough to fulfill all the requests coming in. Kerma did get sieged again later on, and then a different town did, so I couldn't defend them both and ran out... but by that point my Kingdom Score was so high it didn't matter.
Also some people have observed at least one glitch where a Bazaar will show it has *negative* Ebony stock, in which case you might need to delete and rebuild that Bazaar or restart the mission entirely.
In the options, you can set Bazaars, Storage Yards, Granaries and Docks to buy/accept nothing as their default setting.
On the one hand, this means taking the extra step to set what you want them to buy/store each time you build a new one. On the other hand, this allows you more control over what is bought/stored where.
I remember in the OG game, where this option wasn't present, I'd sometimes build storage yards for a new industry I'd set up, only to have them cluttered with useless goods because I forgot to tell them what not to store, or I'd forget to tell Bazaars not to buy Luxury Goods and suddenly my houses would all evolve to manors when I didn't want it.
Though, now, I sometimes forget to tell a newly constructed Granary or Bazaar to store/buy food XD
