Instead check your other tabs to see your coverage for services: Entertainment/Health/Religion.
Then check your houses and make sure they are getting as many goods as possible in the current mission.
I remember this in the OG too but yes, you can just place random temples, entertainment venues, education facilities to increase your 'coverage', as this is counted separately from your walkers. It only checks your facility count vs population.
I checked every tab. Every tab was on perfect, including all entertainment and all the health ones. The issue was that the education tab said i had 12k kids in a city of 8k population. Makes absolut zero sense. So had to push out like 30-40 schools just to push the culture rating up and get school "coverage" from above average to excellent.
The issue was that even though Entertainment had perfect coverage in all categories, it seems like it doesn't add culture if the venues are empty.
Once I made a bunch of juggler schools, music/dance schools everywhere, it spawned enough walkers to fill all the venues and my Culture increased a lot and I finished the mission immediately.
You'll need more of a specific enterteiner, like juggler, for every X people in the city until the coverage is "perfect".
Aparently there is a bug in the ratings advisor, so go to the entertainer advisor to check the ammount of enterteiners requires per population.
You should do the same to the health, education and religion advisors.
EDIT : There is a bug where the children's count keeps increasing unnaturally. This is presently being investigated and will be fixed soon. The current workaround is to build more schools
All things, in combination, brings the Culture up. If it is cycling up and down, you likely need more schools for your entertainers to keep the venues full longer and not have downtime there.
