I have 1600 papyrus in a storage yard and set to not trading.
I also have more than 450 debens.
Will not let me place.
The best solution is to stockpile it, wait a month then try the libary
That is not the problem.
I have only two schools right now and both are already stocked.
If I only had the minimum required in storage that might be the case.
Last I checked, I have 2000 in storage.
Also, do you just get a red outline when trying to place the school?
this is weirdness, i never had problems with this.
It's just the library that I cannot place. Anywhere.

So either your game Save is broken somehow, or maybe you have accidentally changed a setting in your Overseer of Commerce.
In the Overseer there are 'Stockpiling' and 'Toggle activation of industry' - so worth double checking they are OK and the same as all the others.
You are probably making papyrus, so turn off selling as well and run the game for a few months would be another option.
Other than that, put a game save on google, ms or other and I can have a look at the game for you :)
I loaded up the game this morning and can place a library.
