I turned them off and switched to global worker pool because that's too dumb of a feature ;)
With global worker off the solution is to build ONE house near there. Then you get so many workers as are free.
Btw, I restarted the game and quarries got occupied instantly.
The dumbest (simplest) solutions are usually the right ones
Also Workers for it do not fall into the total amount of workers in the Production category.
(and for example, there is no such problem with the Limestone Quarry)
