Can't fulfill request for goods

Playing Saqqara and was asked for 300 ebony. I quickly chose to import to maintain 500 they were delivered to my warehouse. Have 500 sitting in my warehouse, but can't send to Pharaoh. That screen shows 0/300 available. Am I missing some mechanic or is this another bug?

It's possible the Ebony got 'reserved' by a Bazaar buyer as soon as it was delivered if you didn't tell them to not buy Luxury Goods (something you generally want to do with Bazaars that serve Non-Estate areas

Most likely got taken by someone at the bazar. I usually stockpile everything that is not absolutely necessary specifically because it happened a few times that things I imported of made were nabbed before I could donate them.

I might have figured out the similar issue I was having but with copper.... the wares was reserved by a trade shipment that I had completely forgotten about that I had set up to increase my money.........oooof
