Can't send gift to Egypt/City

First of all - thank you for doing a refresh on this game! :) Now to my problem. I don't know if im doing it wrong, but I can't send a gift to Egypt to raise my rating. When I open the Political overseer tab, I can see the two choices and when I click send gift, three different options shows - but I can't klick anything. Same thing when trying to gift the city.

You need to have your personal mansion down first, and some savings. Do you?
