Report a translation problem
Sometimes you have to do something for another City, such as send a military expedition to help in a battle, or supply some resource that that they really need, before you can open a Trade Route with them.
I was able to fix it by destroying the old one and build a new one instead.
My Men-Nefer map is unplayable because of this. The "<building> was robbed" message shows up literally every 2-5 seconds. There is no crime risk according to the risk overlay, my Chief Overseer reports no crime, I have plenty police stations and a courthouse... there is plenty of food. Unemployment is at 12% which could probably be better but is close to the target suggested by the game. Whether there's some intentional game design causing this or not, it's way too much. There are so many players reporting that they literally can't play because the "...was robbed!" window keeps popping up.
(Ironically, I placed a courthouse and now the thieves keep targeting that in addition to my tax collector and palace... the courthouse is supposed to REDUCE crime!)
Buuut...
It is your fault, that you even let it come so far. with proper understanding and city planning you almost never get robbers in your streets.
Subsequently the rating stuck........ I started on this mission like 2400BC now closed to 2300BC and still no one trade linen. If I kept going it will be year 2000 !
