Trouble with culture rating

I am having trouble with culture rating as a whole, I need a comical amount of buildings to satisfy the correct entertainment/health/learning expectations, but even when I get everything to perfect I am still maxed at 40 culture rating. What am I missing to push that up?

What says the advisor? It normal tells you, what is needed to raise this score.

give everyone an access to a dentist, and spam some juggler stages... I often make just blocks rds somewhere not attached to anything, put down a firehouse and architects post - then put down 5 or 6 juggler stages and a jugglers school.. but try the dentists first.

I'm having the same problem and realised that I need to supply the schools with more papyrus and the morticians need linen. I hope this helps.

Spam Temples, Schools, Libraries, Entertainement Shows and Healthcare.
Make sure your citizens have access to Healthcare.

Make sure all the building are working, especially juggler booths, musicians, dancer, zoo, tenets, I was stuck with 70/85 culture for a few hours until I realized my zoo does not have straw, once that was fixed I completed the map.

but citizens have to have access to cultural buildings, what kind of housing blocks we need to build to have millions temples and everything else

To get max culture you have to
1. For religion, spam SHRINES (Temples work too but shrines is way more efficient)
2. For Health, just make sure all of your houses have access to Physician/Dentist/Apothecary
3. For Education, spam Schools and Libraries, they can be anywhere on the map, don't need access nor paper
4. for Entertainment, spam stages until everything are perfect AND make sure that most of them are working (From what i tested, you only need one Senet house/Zoo working, you can place the rest anywhere w/o access to beer/meet)

I just played Sautey (sp?) The ratio of population to scribal schools is way out of proportion to what you need to satisfy "everyone has access" more than double. I can build city blocks with one scribal school to 1500+ . To hit the 70 cultural goal, I needed to spam 20 SCs. That's just nuts. some of the other building requirements to hit a high cultural score are questionable, but this seems way overboard.

you can't just listen to the advisor. look at the overlays for coverage - for example, making sure each citizen can access each religion/temple, they all have access to schools, jugglers, dentists etc. The advisor will only tell you that you've built enough buildings, but you have to manually check that your citizens are getting all services, in order to max out your culture rating.

bringing thread back from the dead but this! my zoo had no shows. Couldn't figure out why my culture would sometimes pop to 100 then drop back to 70. Was making me crazy.
