Note that this version of the game has a "Global Work Pool" setting that removes recruiters and thus this kind of micromanagement, if you wish.
I had no knowledge of this recruiters mechanic. I'll switch the option in the settings to make it easier.

This prevents, that you watercarriers, basarmaids etc in this direction walk.
Another solution (with option off and roadblock intact) is to place ONE house (does not need to be evolved) next to the building which needs workers. This was the only to go way in the old game )
