Have also noticed a more helpful bug where sending a gift to the people of Egypt fails to decrease debens, enabling arbitrarily often the use of this (although the returns diminish if overused).
Overall - after tens of hours of play time - my initial conclusions that the game was released riddled with bugs and errors stand. It's a pity it wasn't presented as "early access" as the paying players do appear to be used for basic play testing. Held off on reviewing so far as very much liked the original and wanted to see how it shook out with more play time, yet so far the issues persist - many of which should've been spotted in basic testing.
Have noticed some fixes though, eg trees don't (near) instantly respawn now. This could be great again if the devs fix everything.
I first encountered "broken recruiter, unit at 100%" in the mission№20 Sawu.
Recruiter and Academy and 1st 2st 3rd Forts have been built in the center of the map (Sawu).
(the center of the map can only be reached via the Ferry Terminal)
The 3rd Fort unexpectedly ceased to be filled.
Created the 4th Fort - did not help.
The Recruiter had Workers, Weapons, but "unit at 100%".
Deleted the Academy - did not help.
Deleted the Recruiter and created again - did not help.
Deleted the Ferry and created again - did not help.
Deleted the Recruiter and created it on the left of the map (Sawu) on the Main Road of the Kingdom - did not help.
Created a 5th Fort next to the Recruiter, near the Main Realm Road.
It worked!
After the filling of the 5th fort, the 4th and 3rd were not filled.
(also in the 1st and 2nd Forts there were losses that were not replenished)
Removed 3rd Fort.
It worked!
Recruiter started replenishing 1st and 2nd and 4th Fort.
(soldiers crossed the Ferry Crossing en route with no problem)
Built the Academy near the Recruiter. Everything is fine.
Built other Forts next to 5m.
Morality
- There is a painful dependence of the Recruiter on the Main Road of the Kingdom;
- Fort can get buggy;
There is an assumption that the 3rd Fort got bugged because the soldier was eaten by scorpions on the way to the fort.

I don't import food at all, I grow Nut and catch Fish.
Same but deleting the building didn't solved it -_-
