Buildings, instead of affecting the area around it, produce NPC that travese the street. And it is to the buildings these walker can reach that receive the effects. For ex a police station doesn't immedialtely lower crime rate, instead it sends out police that will lower the crimes of the house he passes. Storages and warehouses have limited amount of workers they can send out to fetch and deliver goods. And they can only follow the streets you laid for them so there's some thinking required to help optimize your industry.
Understanding this mechanics and designing the path to accomodate it, is something no other games can offer. For the past 20 years nothing scratches my Pharaoh itch except Pharaoh.
They should have released it in EA and put another 6 month of work into it.
