Also your savefile will be corrupted If tou try to load a game with this bug.
That would make sense actually. It's like the moment you reach 3x3 housing your lowest level of housing is then considered a slum. Of course that's probably 90% of your city.
But if you have a seperate neighborhood with lower housing, then THAT will be considered the slum instead.
Also this:
Because if you are playing with recruiters, you will probably have some underdeveloped housing in your industry areas that will be the slums instead of your regular neighborhoods.
This is all just speculation, but it would explain a lot, wouldn't it?
The higher you have your best house, the higher will be the "slumness" of other houses compared to the richest.
A simple workaround is:
- Unemployment <= 4%
- Salary >= 2 (or 5) with respect to the kingdom
- Lowering Taxes
