I think if you are used to it from the old Pharao and do not mind the extra challenge of creating housing next to your industry (bonus points if it is not just a bunch of shacks but proper houses^^) it gives you a little bit of extra challenge.
I personally turned global workforce on.
And let's be honest, who would not trade living in a nice neighborhood for having to walk a bit longer to work

I liked Pharao the most because of the monuments ...
So balance of stages may be broken if stages are not tweaked difficulty wise and just copied.
As someone who used to play mostly Emperor, it's not that jarring and I have it switched on, but for the authentic Pharao frustration it must be switched off.
Ever since I played Emperor, I hate having to deal with recruiters.
Went through the original game many times in it's entirety, suffering through recruiters.
Sure you CAN make recruiters work, but it's such a pain for small little outposts on far reaches of large maps.
Having slums reduces your prosperity rating (which in some missions needs to be really high) and may cause crime. So it's not just an extra step, it's additional difficulty for those who want it
Near end of the mission I tended to have an over population anyways.
So I could increase my slums prosperity quickly with serivices XD
