I just happen to create this question before reading yours: https://steamcommunity.com/app/1351080/discussions/0/3777993814845759280/ I hope somebody can report it officially because I'm too lazy to do so.

In the end I played the Iunet mission instead. It requires just one ferry and it was bugged too, as above. Luckily I could set up the buildings so that I did not have the need to use the ferry at all for goods [Notice: I also had some other bugs in this gameplay: clay quarries and brick factories stopping working (at 100% completed production), which I managed by destroy & rebuild, annoying but not a show-stopper) and walkers getting randomly in a fixed position in one of my residential quarters (I suspect this was caused by the roaming crocodiles, but I'm not sure). Destroy & rebuild worked here too.]
I just recently started playing the game again since about May 2023: I don't remember having seen the ferry bug (nor blocked factories ot stuck walkers) at the time, but I can't be sure.
I then played Rostja without any bug at all, monument construction proceeded smoothly, contrary to what I remember from 2023 :)
