Nekhen Mission Issues
I am not sure what I am supposed to do. This is my second time trying this mission. Up until now the campaign missions were fairly step-by-step.

I have built temples, shrines, many entertainment places and have prioritized Ra per the objectives. I have built everything that I can, including pottery, barley, gardens, and so forth but all I am told is to "keep developing your city" or "grow your city". I can't earn money to counter rising costs either as tax office is greyed out (even after building palace). Help?

Did you produce beer from barley? If the Beer is delivered to the houses you should be able to build tax offices, i think you also need 1000 population
I figured it out but i needed to use a cheat code to dump more money into my coffers and put it on easy. For some reason the beer wasn't delivered to the houses in my first game? The win mission objectives should also appear in game (e.g. 10 modest apartments needed) but they weren't in that particular mission. I needed to look that up on the wiki for the old game, hoping it was the same.

I am not sure but I think stuff unlocks over time. Barley/Brewery unlocked after awhile, then Tax Collector/Mansion. I say time because shortly after I unlocked Beer, it unlocked Taxes but I already had the buildings waiting to upgrade so I won almost instantly without having any time to mess with the unlocked stuff.

Nekhen Mission issue - I am also unable to build tax collectors office after building the village palace, anyway to solve this issue?

Hey there. Same chapter. Nekhen. My issue is there are no more people immigrating. As the other person stated, I also have everything built and all the resources required up to this point. However, if I build additional housing no immigrants ever move in. Is there a cap on the amount of housing you can have in this chapter? For me it stopped at 998 people then all of a sudden it dropped to 754. I build 6 2x2 housing units and put the game speed on 5x and...no one ever moved in....am I missing something?

Having the same issues in Nekhen. Can't reach the 1000 population. I get to around 750 population and can't increase it. Added more housing and NO ONE IS MIGRATING TO THE CITY! Just like the others reported, I've built everything and unlocked all the new features. This is a major bug ... please fix ASAP

Have you tried looking at the chief overseer page. It will say why people aren't immigrating. I had this problem because taxes were too high even though I had them at the default starting value for the mission. I've also seen unemployment blocking immigration.

After you start to produce beer, CHECK THAT YOUR STORAGE YARD HAS ENOUGH SPACE FOR BEER. Mine was full of clay. After that bazaar will deliver it to houses.

Always AND I mean always manage all your silos, warehouses, basars, tradingdocks etc etc.
Then you have the control and such thing can not happen.

There is even a circle at the wares to adjust how nuch you can store there.

I have the same bug. It never unlocks taxes despite beer being at the houses and in the stores, and it just keeps saying grow your city. No win conditions listed and seemingly no way to complete the mission.
