My best guess for them not selling this game anymore is cause they don’t want to support it anymore. If they sell it again, it means that they have to fix all the bugs and compatibility issues that the game currently has.
I saw that this thread has been around for a couple of years now, and hasn't received an official response or update to provide any clarity. I'll do my best to provide this now, in case it is still useful or informative for you all.
At the time of the retirement of Ghost Recon: Advanced Warfighter 1 + 2 from Steam and the Ubisoft Store, we shared the following public statement:
We have no information currently available regarding whether these games will ever be sold or distributed again in the future, but if an official announcement is made, we'll be sure to share it with interested players such as yourselves of course.
I hope that this might clear up some of the confusion as to why the games were delisted, and provide some context. We at Ubisoft Support are happy to try and answer any other questions that you all may have.

The reason why Ubisoft do this might be to funnel players into their newer titles that may offer minor similarities of gameplay in order to sell MTX items, another reason might be to penny pinch by streamlining their online services (which culls support for older games).
Do you guys honestly play a game and see words like "jeep" or "colt" on the vehicles or guns and not think there is a license to it? Colt 1911s aren't public domain.
The issue here is how incredibly short sighted Ubisoft is with these matters. Perpetual license would cost pittance more. There are plenty of niche or incredibly old games which are still available despite for sale. In addition, companies can always just rename Colt to Bolt to avoid any licensing issues.
Some trademarks are more protected than others. As not every trademark is enforced or defended. Some fall into public domain. Companies often try mixed response and if all fails, you can simply rename your Colt pistol to Wolt and add a sticker on it or something.
There is a massive amount of potential for remasters. Though, they are only modestly profitable for such a big publisher, so they just don't bother. Ubisoft is known to produce slop and its strategy is just to swamp the market with rapid sequels. Ironically, lately they became terrible at working efficiently or competently. As a result, they are going bankrupt.
