Hair Growing Milk

Hello, I am currently on the Rogue quest for Abby and have the milk, but I can’t figure out who it’s supposed to go to. I’ve gone up to every NPC and tried to gift it and they all say they don’t need it or can’t accept it. This game is starting to kind of tick me off with all these vague quests and no help on the wiki. Has anyone completed this quest? Who am I supposed to give this to so I can be done?

It wasn't, no. I finally got it to after restarting the game a couple times.

This quest is bugged to heck and back, I've restarted my game multiple times and hart will not take the milk
