Apex uses cheap ingredients, while House of Gold, as the name suggests, uses gold ingredients for three out of four ingredients. House of Gold doesn’t use tomatoes, either. The former also gives +2 mining XP, while the latter gives +3.
As for the randomness factor… I can only assume that it’s related to the cooking level. As far as I have seen, any recipe with the right ingredients would result in the right product.
