Use Rivatuner to cap FPS to 59 FPS, also enable vsync in game.
Yes. I used rivatuner to cap fps 60 and it work.

As has already been mentioned, if you can try capping your frame rate to a lower value as possible, (original fps was 30) this should resolve the problem.
You can do this in your graphics card software such as Nvidia Control Panel or AMD Radeon software as iryap posted above for Nvidia.
