That said, the people probably didn't create any of the creatures found in the maze. Their presence is most likely a byproduct of human presence. This can be shown through most monsters only appearing after the player has spent some time in the maze (Legs only shows up on classic mode after some orbs have been collected, most living hall creatures don't become active until after some orbs are collected, in which case their numbers will increase proportionate to the number of orbs collected, the secret spider doesn't show up until some time has passed). The ambience in the maze also becomes louder as more orbs are collected.
My personal theory is that the maze is likely sentient and the creatures within it are all guardians manifested from the maze to protect itself. The Phantom is also probably a manifestation of the maze's mind
The evidence for this theory is based largely on two factors: 1, the maze creatures are all covered in checkerboard patterns, except for the phantom, which is solely made of black squares. Additionally, these creatures all look and act similarly to each other, with their red eyes and checkered skins along with their shrewd and decietful personalities being a prominent pattern. The second factor is, as previously stated, most of these creatures aren't present in the maze until some time has passed, suggesting that they have been either constructed or moved to the maze our player inhabits. This obviously excludes the living halls, which wake up over time instead.
Furniture in the maze also suggests human intervention. It's worth noting that furniture is not present in the Labyrinth level, which is supposedly an abandoned branch of the maze. We can guess that humans were likely here for the orbs just as we are, as they are a power source; We can tell because picking them up replenishes the camera's batteries
There's also a lot of infrastructure built within the mazes with the most orbs, further supporting the power source theory. The junkyard has the most furniture in it, well complimenting its 57 orb count. The Labyrinth has no furniture despite coming in at 41 orbs (but note only 40 are required to pass), though there was probably more furniture accompanying it in its glory days. Hide and seek has many hiding spaces, and Living halls has three vaults to take refuge in. These are all man made, so there was clearly effort made to have these become more operable in.
One last point which is unrelated to the rest, but the abandoning of the old labyrinth being outwardly stated suggests there are still operations conducted within the other mazes, so that's kind of cool. We don't know the extent of these, though, or if this is actually factual.
