It is nice that TB decided to give it another go with ATC4, on Steam no less. That said, it really comes down to the price, advertisements, and DRM.
It is not going to work out if TB treats Steam as if it is a digital Japanese market. They can't price it around $80 USD, put little efforts into promoting the game, and add online DRM on top of it.
Hopefully TB has the right mindset for the Steam market.
Side note: TB really needs to add an official level editor into the game.
It's probably a stretch for them to release ATC3 as well.
frankly I regret that this game is not in French (at least the texts) so I will not buy it!

Well, what are your thoughts now? Disappointed or happy?
I am not disappointed that TB is making a progress. This is still a milestone for a gaming company that was stuck in Japan for more than 20 years.
