RTX causing cut-scenes to run at 2-5fps
For some reason during cut-scenes with RTX on (Shadows or reflections or both) i only get about 2-5fps. During normal game play i get 60-90fps. GPU utilization drops to about 30-35%during cut-scenes, while being about 75-85% during game play. CPU, RAM, SSD and VRAM are all also not fully used.

Anyone else experiencing the same thing?
Anyone know why this happens? or how to fix it?

Specs are:
Win 10
AMD Ryzen 7 3700X
RTX 3070 8GB
32GB of 3200MHz Ram
1TB NVMe SSD
Playing at 1440p with dlss on balanced

Yeah, same here (5800X3D/RTX 3080/4k/DX12 max. settings/DLSS Performance). Haven't tinkered with the settings so far to find a possible culprit. Good to know it's not just me, though.
Exactly the same really poor frame rates
I thought it was my RX6950XT... it's bad at ray tracing but shouldn't be this bad. Looks like it's not the card's problem...
i think I am going to hold off until some more patches, I'm so frustrated at companies releasing broken games which are then later fixed up long after I finish them.

No, it's not. it's an DX 12 related issue.
Switch to DX 11 and problem solved.

Raytracing seems to be broken, and without the refletions in the Windows it's not worth it anyway.

Yep. Same here.

5600X / 4080 / 4K Max + DLSS 3. Other than the typical mild shader complication stutters I get from time to time, this runs at about 120 FPS on average.

During cut scenes it drops to 3-5 FPS, then recovers, then tends to drop again.

Quite frustrating as it takes away from the experience.

DX12 runs it well over 60FPS on my rig even with the hair folicles all being rendered, it's the Ray Tracing and it's broken on AMD cards as well RX 7900XTX here and it dips below 30 just starting the game and using RSR.

I have all the parts to make that card sing with everything else I throw at it, EVEN the previous game's Ray Tracing(.ini edit) is eaten for breakfast on my rig at 4K maxed settings, using NO FSR.

This one I finally got stable FPS above 60-101 by using RSR to upscale from 1080P to 4K just for the Ray Tracing, my gawd..

And it still drops below 30 in some spots using that RSR setting, yeah it's a broken currently, outside of I'm guessing a 4090 folks.

In most cutscenes I have no issues. Kathy's hair has its own life sometimes, but that's it.

I had only one freeze during a cutscene - the one when Kathy and Sarah pulled Isaac onto their platform.
nVidia 3070, and the holograms run horrible, even slowing the game down and causing audio to repeat. Turning off the raytracing options fixes it. It runs perfectly fine other than that.

I am experiencing the same thing. Only started once I got to Mars. Only on the Holo Cut-scenes. Running 3700X with a 2080 Super. I get about 50-60 FPS 2K playing. But start a holo cut-scene and FPS tanks with the audio stuttering from time to time.
