No, it's not. it's an DX 12 related issue.
Switch to DX 11 and problem solved.
Raytracing seems to be broken, and without the refletions in the Windows it's not worth it anyway.
To me it seems to be entirely related to RTX.
DX12 without RTX on runs just fine (for an overambitious "indie" game). only with RTX on do i experience this.
Running DX11 RTX is automatically off.
5600X / 4080 / 4K Max + DLSS 3. Other than the typical mild shader complication stutters I get from time to time, this runs at about 120 FPS on average.
During cut scenes it drops to 3-5 FPS, then recovers, then tends to drop again.
Quite frustrating as it takes away from the experience.
DX12 runs it well over 60FPS on my rig even with the hair folicles all being rendered, it's the Ray Tracing and it's broken on AMD cards as well RX 7900XTX here and it dips below 30 just starting the game and using RSR.
I have all the parts to make that card sing with everything else I throw at it, EVEN the previous game's Ray Tracing(.ini edit) is eaten for breakfast on my rig at 4K maxed settings, using NO FSR.
This one I finally got stable FPS above 60-101 by using RSR to upscale from 1080P to 4K just for the Ray Tracing, my gawd..
And it still drops below 30 in some spots using that RSR setting, yeah it's a broken currently, outside of I'm guessing a 4090 folks.
