But sure, it has more active players regardless.
Jagex's own numbers of how many bots they ban a week seems to suggest otherwise.
Also OSRS is like 80% bots.
So yes OSRS is mostly bots.
As far as shutting down the game goes, meh i dont see it happening, at the end of the day ive still put in like 10k+ hours into my rs3 character who is maxed, id be upset to see all that time gone forever, even if i pretty much only play OSRS now.
We already know the 07 game has a huge amount of bots anyways, why are you comparing numbers?
A couple wonderful places would be Arch nodes and Incandescent Wisps if you needed a good place for proof of that. World 84 also has plenty of players you'll see the same name with minor changes in numbers.
Basically check any resource place after an update and for the first week, look at the names of the players. Obvious alters are obvious when you're looking for the trend.
This isn't even a recent thing in RS3, so I'm more confused why you're surprised this is a thing that happens quite often.
Theyre like the RS equivalent of drone like tired office workers you pass by on any city street in the morning.
