What? i legit haven't touched mine since January. i spent to much time on it to do something so stupid like you claimed. Then this crap happened and they banned me. Might want to shut your mouth before you slander people further more.
git gud? go to the twitter page for Jagex Support and make a claim or file a help ticket. Stop cheating, its always the same excuse :] you think people are really that stupid to believe you? Why would someone randomly choose an inactive account? How would they get your info or login...? You'd have to enter it somewhere for it to be available. There is such thing as IP Logging and Jagex can see what IP you log in with and where it comes from.
An inactive account won't have the user suspecting that his account is being used by another party... because well... the user is inactive and obviously won't log in to see what the hell is going on with his account.

Who knows? If the method for stealing info was common knowledge then all forms of hacking would drop to zero since countermeasures would be taken. Even bank/credit info get leaked sometimes in news. I'm not surprised some people are able to take log in info from games.
You can get account information in plenty of ways, not just Phishing. The 'Hacker' may have used Brute Force, using programs to crack passwords. Imagine going to the bank, because when you woke up in the morning, your account told you that someone has spent £5000 pounds, and when you get to the bank, they say "Shouldn't have given your information away". Maybe he was cheating, maybe he wasn't, but there are plenty of ways to get someones login details, don't be a Clown lmao.
A player i know used a remap to resolve his keyboard dying. Long story short it was a mutual understanding between player and company to give another chance despite macro major. This is rare and unlikely to others granted.
The appeal process does give the old school answers they expect and will straight up ignore - my brother used my account, the cat logged in ect...
Say sorry and it shows maturity. The games rated 12+ so if you can show this maturity, you may have some luck. Mileage will vary.
Or respect the game and the devs and they will look after you.

I don't think it's too hard to believe scammers know this and can pretent to have a account like this.
I believe that both cases can happen. You just have to assess what went on. If someone lost their account and got it back. It depends on what happens next on if it's a scam.
Regardless of if they actually lost items or not, if they ask for items, don't give them anything, you can't trust they're telling the truth. A player who lost items but got back the account they had for 10+ years is going to care less about the items as the ones taken are normally able to be replaced with GP and more about having their account.
Overall everyone should make sue to beef up account security. The game does have options to tie the account stronger to you and make it hard for people who are not you to access it.
