It's a good system to reduce the impact of bots.
Look at full-f2p games like Lost Ark and see the bot swarms destroying the economy. In Runescape most of the content is off-limits to them, so they only sink the price of inconsequential materials.
Nah, there are plenty of bots in members, and they're not making inconsequential things. Not as many as there'd be if everything was F2P, and certainly not like it was back in the day, but still quite a few. Some notable places to see some pretty obvious ones are at the incandescent wisp colony, at Edgeville runecrafting through the abyss, and in the Sophanem slayer dungeon.

Back in 2010 you had to spend 10+ minutes world hopping just to find a spot for your slayer task that wasn't overrun with bots. Sometimes even then you couldn't because literally every spot on every world was taken by multiple bots.
A "Free to Play" game that has like 10% of the game available that is actually free, the rest is behind a membership.
The point in this post was to say that there is a membership that unlocks the remaining 90% of the game but is labelled as a "Free to Play" - more Free to demo.
Not going to argue with that. To be honest the Steam tags are unreliable. I've seen PvP games labelled Co-Op just because you can play with friends on your team. Similarly the tag here apples to the fact you can download and play the game in some capacity. Or might even be referring to being able to buy membership with in-game currency.
This is a demo for the full version. But the main key thing is you can keep your account when you upgrade. It allows you to work out if the game is for you before getting membership.
There is also the method of getting membership for free although quite a bit harder. You can buy a "bond" from the "Grand Exchange" but those cost an amount of money a new player would struggle to get together. Once you have membership earning money in game to get another bond to keep membership is easier but still a challenge until you've done enough quests/levelling skills to unlock areas with better quality stuff to sell.
So technically this game is free to play as long as someone else is buying bonds with money and selling them for in game money, which I'm sure people will do. A person can in theory maintain membership for free.
However like all free to play games, there are hidden costs and MTX that will rope people in. The subscription price is something that has always been, but other MTX include Bonds, Runecoins and Treasure hunter keys. Which are "In game currency", "Cosmetics" and "XP loot crates" respectively.
Trying to progress as Free to Play would be hard as you'd constantly need to farm gold for bonds and is definitely not the route to take. Paying for membership is the best value in terms of MTX as it frees up your time to be able to play the game instead of "Have to spend X hours doing Y to get 50mil within Z days".

TL;DR: The game can be Free to Play but the game will be a lot more difficult and time-consuming where you have little choice over what you need to do to progress, and will be constantly rushed to progress on a 14 day cycle (which can be increased to 45 day cycle).
