Sailing Component 1=======
First there are Player Owned Ports a high level management idle style piece of content. You are put in charge of a port where you must hire crew and send them out journeys to solve missions which reward you resources. These resources are used to buy upgrades to your ship, better crew, and upgrade your port which unlocks new features and more ships. As you send out crew you will slowly fill up your exploration for the region they are exploring and once it's maxed a new region will open.
The primary rewards for this activity are recovering lost scrolls of knowledge which teach you how to make unique armor, weapons, food, and items such as vampire schrimshaws using the resources you gather on your journey. In addition to this Player Owned Ports has essentially a story mode. There are 12 adventurers each representing a different skill, which appear when you get that skill to 90. Each one has their own story told across multiple voyages/regions. At the end there are 4 final story voyages to complete, each using a group of 3 adventurers. Adventurers also have unique voyages that unlock islands that give new crew units to hire, the aforementioned knowledge scrolls and resources to build the unique rewards, and exp in their respective skill.
So you yourself are not sailing but you are managing the sailing of others, it's also needed for the master quest cape since it has its own fully developed story mode making it one of the longest completion time gates in the game due to its idle gameplay nature.
Sailing Component 2=======
After completing the miniquest "impressing the locals" you gain your own ship and crew and can sail to the first section of the Wushanko isles that you explored at the start of Player Owned Ports. This region is called "The Arc" and it comes in two components. There are a several main islands in this chain of islands called Waiko, Tuai Leit, Aminishi, Cyclosis, Goshima, Whaler's Maw, and the Isles that Once were Turtles. Using your boat you can freely sail between these isles of your choice by clicking on them on the map, each one has a different set of activities to engage in.
The other thing you can use your boat for is sailing to uncharted isles. Once you unlock the ability to sail to uncharted isles and each day as you do activities in-game you have a chance to generate a map to an uncharted isle, if you don't already have one in storage. Otherwise you need to spend "supplies" the game generates a small amount of supplies every day for free for you to collect and you can find additional supplies on the uncharted islands.
There are 3 types of uncharted islands small, medium, and large. Each island is randomly generated and will contain a variety of resources on it. Some of these resources will be stuff you can find on the regular Arc islands. Others will be upgraded versions of those resources or rare resources you can only find on the uncharted isles which gives more exp and sells for more in the The Arc markets. They can also contain treasure chests and enemies. Pretty early on you can unlock the ability to claim an uncharted isle you land on as your own, you can only claim one at a time.
This allows you to return to that island for a reduced supplies cost, resources on uncharted isles restore daily, and you can unlock cosmetic upgrades/customization for your owned island. There is also one other type of uncharted isles, castaway isles. Around The Arc you will find messages in a bottle containing maps to isles with castaways. Sailing to these isles allows you to rescue them for some rewards.
Now what makes The Arc stand out from the rest of the world is that it runs on a closed economy using a currency called Chimes and Taijitu. This currency is non-tradable and can only be earned through selling arc resources to npcs in the islands, exploring uncharted isles, or engaging in the various island activities. The currency is spent at a reward shop letting you buy equipment for combat and skiling, various pets and cosmetic overrides for your armor, a variety of upgrades to things from the bonecrusher to just the general QoL improvements to your arc experience.

Player Owned Ports gives you ship and crew management and customization as well voyages and storylines. The Arc gives you semi-free island sea exploration through both known and uncharted isles. Each have a wealth of rewards and all of them are very high level activities. But if you are looking for say an assassins creed black flag style element where you actively move about the sea in a ship with an open-world exploration like regularly running around the world then keep looking because RS doesn't have that yet outside of a few quest instances which are more like battleship than sailing. This is why sailing is still a skill on the table to add in the future.
