Are Steam users allowed to do Stronghold of Security for the rewards?

I've played OSRS for a long time, but never through steam. I'm trying an ironman and so I really could use the gold from the Stronghold of Security.

But I get "Access Denied" when I try to enable 2-factor authenticator on the runescape website, after logging in to steam.

So am I out of luck, do steam users not get the stronghold of security rewards?

Steam is just a launchpad you still use the game client to play , be weird if you were locked out
But who knows with Jagex recently
