I'd say the Noxious Scythe is the best all-around melee weapon in the game because it offers longer range than the higher damage ZGS, so in Elite Dungeons where there are many mobs you do more damage with AOE using the scythe than you'd do with the Zaros Godsword (ZGS). I'm no pro, I just say what I enjoy using. There are maybe better answers than mine.
As a new player he wont have the levels or the gp for that though, I think he's after low level dps sub t70

check your ability bar and it tells you what can be used with 2hand/shield or dual wield
I'd just dual wield the best you can use in base metals steel/mith/ addy etc till you unlock dragon and better
Just swapping out to anti fire shield as needed
There really isn't a "best all around." Scythe is best at AoE due to the increased range, though even better is using it while using the ZGS for the spec. And you'll still want khopeshes for flurry since it doesn't share a CD with 2h AoE abilities. But if you're talking about single target, khopeshes are best, though you'll also want a 2h weapon to apply affinity debuff (and ZGS spec is good single target, too) if the target has high enough defense that you're not hitting 100%. You'll also want an off-hand for a flanking switch.
But all these complexities aren't really relevant for a new player. Below level 75, just grab whatever's the highest tier weapon available. Nothing's really more expensive at those levels than their high alch price.
First even though you're not getting into any difficult content at such a low level I ask you stay away from shields. Shields will vastly hurt your DPS in the long run and it teaches bad habits you will need to break when you get more experienced. Shields are only meant to be put on to quickly use defensive abilities then swapped off. Learn to keep a shield in your inventory when you are challenging more dangerous content, just don't keep it equipped at all times. (Defenders are similar but the accuracy from the defenders gives them use in very high end PvM)
Second the early equipment is all so weak it doesn't really make a huge difference but there are two ways to get your best DPS. Using a 2H or using dual wield weapons, Dual wield is best for single target DPS while 2H weapons are best for multi-enemy DPS due to the 2H's variety of AoE abilities.
Third an extra bit of space can help immensely especially when it comes to mob fighting which is why Nox Scythe is one of the best weapons in the game. At your level your only options for this would be halberds assuming you are a member. If you're not then you're out of luck for this.
Fourth because of the minor differences in speed vs power in low end equipment swords, daggers, claws there really isn't a huge difference. HOWEVER maces remain unique in that offer a prayer bonus as such as a lower end player if you are going to dual wield you should dual wield maces.
So fighting mobs? You want at 2H sword or something we even more range like a halberd. Fighting single enemies or only a few enemies then dual wield maces. Once you get to T60 you can start accessing dragon equipment which have special attacks to help set them apart like Dclaws.
It doesn't really matter that much at your level. The abilities that differentiate the two aren't available to you yet.
Though, for future reference, generally dual wield is better at single target and 2h is better at AoE.
