Not that drastic from what I've observed the official client gains around 2-4% extra performance over Steam. I think this is because of things like the Steam overlay which is notorious for sapping frames. Though it's basically negligible.

From my testing here is what I've concluded with the graphics settings:

Draw Distance: Low vs Ultra should see a performance difference of about 45-50% this is the biggest one.

Lighting: Low vs Ultra is around 5-8% difference.

Bloom: Off vs High is about ~1%.

Anisotropic Filtering: Off vs 16x is about ~1%.

Shadows: On vs Off is around 12-15%.

Terrain Blending: On vs Off is around 3-5%.

Smooth Camera Fade: No distinguishable difference.

Remove Roofs: This one is a bit odd if you set it to Always then you suffer a 5-7% loss vs if you had it on Selectively/All/None.

Shadow Quality: Low vs Ultra is around 5-8%.

Anti-Aliasing Mode: Off vs FXAA is negligible, Off vs MSAA is around ~1%, and Off vs FXAA+MSAA is around 1-3%.

Water Detail: Low vs Ultra is around 12-14%. But it only seems to go into effect if you are near a body of water. If you're not or if water isn't as visible then you get a difference 6-8%.

Ambient Occlusion: Off vs SSAO is around 10-13%, and Off vs HBAO is around 10-12%.

Textures: Off vs Compressed is negligible.

Volumetric Lighting: Off vs Ultra is around 1-2%.

Game Render Scaling: No point in doing this one.

Ground Decorations: On vs Off is negligible.

Depth of Field: On vs Off is around 1-2%.

Tree Canopy Fade: On vs Off is around 6-8%.

Anti-Aliasing Quality: Low vs Ultra ~1%.

You could lower it, if you feel as if you want to play the game for the story.

its just retarded .... at max settings i have 18-35 fps, at lowest settings i have around 50fps
It's the game, not your pc, it's poorly optimized (No hate jagex) for computers. My best is about 50 while my worst is around 7

The game only uses 1 core and doesn't use any additional cores at all. Turn off settings like shadows/AA to increase your FPS

RuneScape is a very CPU intensive game. I have a Ryzen 7 and I'm clocking very solid ~90 fps with factory hardware settings. I'm not familiar with the Ryzen 5 but my guess is that CPU is what is bottle-necking your game. Open up your task manager, turn up your fps settings in RS and see what part of your PC is maxing out, I'm willing to bet it is you CPU. If you really like this game and plan on playing it long term with us and can't stand playing on low detail, I would recommend you upgrade your CPU.

Is it when you first start a game? Surrounded by a bunch of people? It was super low FPS for me when I started with like 100 people running around me. Then I left and it went way up

Nah it's not intensive it's just the game was only designed for 1-2 core cpu's. So even on a ryzen your cpu isn't even being utilized fully and neither is the gpu. The game will never run as good as a modern game unless Jagex re-writes the game engine in another language.

Your security suite could be vamping your allocated ram too. Although, I doubt it with 16GB of RAM. Check online communities related to AMD benchmarks versus rs communities. Might get a better response from a professional vs a forum addict.

go in a place with less people, problem solved
