2) i think you have action bar binding on your action bars.. You can set your action bars to automatically switch based on the weapon(s) you're using. For instance i have an action bar for 2h Melee, Dual Melee, 2h magic, Dual Magic and so on. So when i swap weapons it automaticcaly changes my actions bars to the corresponding style. This can be adjusted under settings -> Combat and Action bars -> Action bar Binding
3)You can only have 5 action bars on screen at any given time. You can select which bars you want to show under settings -> combat adn action bars -> action bar.. You'll see "display additional action bars". This circles back around to point 2. Normally you're have your main DPS bar (current weapon etc equiped) and up to 4 support bars depending on how you want you layout. You can watch some YT or Streams with active RS3 players to see what they have on their additional action bars. it's normally key binds to switch weapons; use a specific skill/ability; change magic spell; drop/eat item/food/potion; prayer switches

Aight so here's the solution, since I've experienced the same.
The solution is that you haven't fully completed the tutorial and you need to either skip it or complete it. That makes the ability bars stop from changing after every level up.
