Report a translation problem
1. Back in those adrenaline-pumping old days, high-end gear didn't use to take hundreds of hours to get, so losing items wasn't such a big deal. Now it takes so much time/money to re-obtain the gear, unless you use crap gear on purpose, but people don't like using worse gear if they have access to better gear, for obvious reasons (better gear = more efficient = happy).
2. Efficiency is the name of the game today, and so people would rather not want to waste time getting killed by or fending off random PKers, because it's not efficient for exp nor gp. You'd have to find a way to change the overall culture of the game to be more about fun.
3. EoC, despite being band-aided over the years to be somewhat better, still doesn't work as well as it should, so trying to learn PvP with a clumsy combat system is only going to lead to frustration that the game definitely doesn't need more of. Go try any other game with an action bar combat system, but which doesn't have tile-restricted movement, nor such a slow-responding tick system, and you'll see how bad EoC feels by comparison.
Until you find a way to fix these issues, good luck trying to revive PvP, it's an uphill battle.
Go play OSRS if you want PvP in a Runescape based game. That's the closest you're ever going to get.
