Transfering Bonus XP to another Skill

I am an old player who started back in 2004. Fast forward to now, I've recently started playing again, and I can't remember the name of the NPC where you can transfer bonus XP into a different skill. Does anyone know when the next one will be available?

I have a maxed skill with 200M XP that has 20M bonus XP, which would be useful for my other stats
