As for the rules, there are no rules against political discourse itself. However, there is a rule against "using slurs, slang words and other inappropriate phrases that target specific people or groups," and these often come up in certain types of political discourse. Avoid that, insults, and just being a ♥♥♥♥ in general and you should be fine.
So if your name says rad dude, it could mean "radical Duuuuude" like a stoner in the 80s would say, also happens to be an Americanism so not commonplace outside of the U.S, otherwise it could be read as if to say you are a very "rad dude" which is almost certainly how most would read it out of context, such as myself, I would also have assumed you to be male without being corrected.
Back to topic, while I said Yes to the posted question, I mean technically no, it's not against the rules per say, but you begin to walk an extremely fine line of what is acceptable to talk about and what isn't, and you're better off not doing it at all if it can be avoided.
Runescape has to have one of THE most snowflake communities to ever exist, its the primary reason I have my global/public chat turned off, I cannot tolerate any of that smooth brain idiocy.
