You can work on rituals to fill up the well of souls as well.
More souls means more ability/incantation unlocks.
Necroplasm rituals are a good option to.
The first few levs of necro can be really fast (like from 1-40/50ish), no matter what your doing . Just do a mix of combat and rituals, being you need to do ritutes to unlock more of the well of souls for more combat options, and you need to do combat to unlock talent points to buy the new attacks options from the well of souls. Just remember to use the highest bones you can so you dont waste xp and cash (be it on replaceing candels glyphs). Also useing the glyph that gives you more souls/items when you unlock it. is a big plus and you can stack that buff
And always do the random events. They can give more xp then the rutural
Also the higher you get the more npcs spawn in the city. A few give you extra souls (25 each) if you talk to them or give them a item. I remember one guy wants a sprit impling. If you can catch it then carry around a impling jar just in case you find one (only zombie and spirt implings spawn in Um. I have found 3 so far) They also sell for around 2m each, so it's easy money
You can also just make ghostly inks, being alot of people *cough me cough* are to lazy to make them themselfs. If you cant be stuffed to do that then farming ash is a good way to go.
I disagree with slayer working well with necromancy. Since the xp changes, there are only fairly specific monsters that give decent xp rates. Most give crap xp, meaning most of the time spent training slayer will be crap xp for necromancy.
As for what to do to level necromancy? Most of my XP up to level 90 came from combat. The spots I mainly used were Lumbridge Catacombs skeletons (the ones at the end, can also just farm Dragith Nurn repeatedly as he respawns instantly), Shades in the Stronghold of Security, Seekers, Abyssal Demons and Abyssal Savages (Abyssal Savages can hurt if you go this route, you'll want Vampyrism aura with an Amulet of Souls or Essence of FInality and deflect melee). Abyssal Beasts are also apparently quite good xp if you put 5 of them in your player owned dungeon. Past 90 I've been doing rituals. The best way is to just do whatever the cheapest T3 ritual you can do is, and maximize your soul attraction (550% at level 90-98, 650% at 99-106, 700% at 107+).
Necromancy is very fast xp. Leveling in the 80s I found Abyssal Savages to be in the range of 800k-1m per hour, maybe even a bit more. Once you start doing rituals at level 90, you can start reaching well over 1m/hour. At 114 I'm getting over 2m/hour with rituals.
