When you go to enter a dungeon you get to select the size of the dungeon, and player difficulty. To change player difficulty you either need to have that many players in your party, or have unlocked and own a Dungeoneering Party Simulator from Goblin invention.
If you are referring to the "Hard Mode" check mark you see when going to enter a floor, you need to complete all the Daemonheim Area tasks, these will be in 4 lists in the area task section of the achievement menu. Some of the elite tasks require level 90 in certain skills.
That said hard mode is relatively tough and will basically require you to have level 90+ in each skill.
E: does it matter how many enemies i take down or resources i gather?
Enemies, yes. That's where the "level mod" bonus comes into play.
Easiest way to get your EXP/Tokens rolling is to follow these two simple steps:
1. Kill everything (Dinos aren't required to be killed since they're considered a Hunter Resource)
2. Open as many doors as possible.
Oh, and don't die. That's a negative modifier for your EXP. Although dying really only happens during bosses since after the EoC (Evolution of Combat) nearly a decade ago, they rebalanced health values but they didn't touch damage values on normal enemies in Dungeoneering. Things that are hitting for 300 against your potentially over 10k health use to hit for 300 when we were lucky to see health values over 1k.

The difficulty 1:1 is the player difficulty and amount of players that finished the dungeon. That is the part where you'd need more players or the Dungeoneering Party Simulator.
And as the other poster said, killing all enemies will give you "Level mod" XP. Gathering resources are just for if you want to craft items. I only really gather resources in hard mode where food is scarce and everything is maximum level. Even then it's only a few logs and the fishing spots I go for.
