Saying it is "crazy" is entirely moot, not sure why you'd think the game would allow you to use something you do not have the required level for simply because you aren't technically summoning the Yak, the Yak is just an aesthetic, it's the extra storage space that calls for such a high summoning level.
Well no, it's not for nothing, assuming you're a main and not an Iron, you can easily, very very easily get 52 Summoning for the Terrorbird pouch.
