Problems after upgrading my GPU..
So I recently upgraded from a Nvidia card to an AMD 6600 and... I've had zero issues with other games but for some reason I am having horrible performance with Rs3, even on lower than the settings I had before. And I'm also having issues using my second display. For example, if I have discord open on my second monitor and I click between RS3 and discord which ever display I click on flashes to a black screen briefly. It never has done that before. I have tried everything I can think of and if anyone has any ideas i'd appreciate!

did you remove the Nvidia driver beforehand? simply uninstalling the driver is not enough.

ddu driver wipe both drivers (AMD and Nvidia), install fresh AMD drivers.

So I initially did not use DDU, but I literally JUST ddu'd the nvidia drivers. Should I also ddu the amd drivers and install all fresh you're saying?

Update: I DDU'd all of my drivers for both AMD and Nvidia, reinstalled AMD drivers and the game is STILL acting funky... like screen flashing/black screens when ever I click between my other desktop/game. Doesn't do it on any other game so i'm clueless.

Try and rma the card. Sounds like a bad card

If you still have it you need to clear your shader cache. This exact problem happened to me on M&B Bannerlord when I went from NVIDIA to AMD, screen flashing, artifacting, generally ♥♥♥♥ performance. Deleted the contents of the shaders folder and it was solved.

Now I can't even open the game AT ALL when I have my second monitor plugged in. Absolutely mind blown.

Run HWinfo or your testing program of choice when running the application [Runescape] and bench it next to other games to see if it truly is only Runescape. RMAing a card because one application doesn't work is stupid. The chances of this being a multiple monitor setup error, which is an extreme normalcy, is probably likely.
If you get issues in other applications / other benching applications consider reseating before RMA. RMA should be your final option.

Yeah, so far i've only had issues with runescape. All other games i've been playing have worked flawlessly and with both monitors.
