That's also a problem because you'll need to be a member to start Summoning and this is probably why you can't see charms dropping from those creatures.
You can start Wolf Whistle as a free player and get the charms from the quest when you're done (i think). So i think to get the charms, granted if what you want to do initially isn't a members activity, i would do Wolf Whistle.

Since you cannot do the quest because it is members only, I see your only limitation being in the inability to use the metal bank. If you store the ore and bars in your normal bank, this should not be a problem.
Both Smithing and Crafting are free-to-play skills. You should not have any problems or restrictions in training either or both of them. You just wouldn't be capable of utilizing the rewards from completing any of the members-only quests but that would not and should not prevent you from training the skill in other ways.
