Can't Connect Invalid --configURI setting (4,1)

So, I'm pretty sure this might be my ISP and nothing can be done, but thought it was worth an ask in case there is a workaround. I can connect to the game wirelessly at home on this windows 10 laptop device, but not when tethered to my android phone (service is cricket). I get a "Invalid --configURI setting (4,1)" error and can't even get to the login. All my other programs connect fine. Tried the Jagex download and same error. The only difference is that I am tethered to my phone for the internet connection, instead of on my home wifi. Thanks for any thoughts.

Using MacOS?

Run this in terminal:
echo 'Language=0' > ~/jagexappletviewer.preferences
