It depends on what you're doing. For all combat types it would be Ring of death, or Asylum surgeon's ring. If you're wanting luck boosting then it would be Hazelmere's signet ring (most expensive) or Luck of the dwarves (cheaper). Feel free to add me to steam if you have more questions!

I'm kind of new yet in the game and still learning things, but I'm pretty sure the ring type is based on what you need it for, like luck/stats/etc. So maybe first figure out what you want the ring to do for you, then ask which one will help you the best?
It all depends on your level. However, the best long-term goal to work towards is the Sixth-Age Circuit, rewarded from The World Wakes with all requirements (including Ritual of the Mahjarrat). It's one of the best rings in the game, but can be reclaimed for free. Alternately, if all you want is stats, getting one of the imbued Daggannoth Rings (can be bought on GE for under a million GP) is a good starting point if you don't yet have the requirements for The World Wakes or 85 Defence for Broken Home. The Asylum Doctor's ring (rewarded for Broken Home without 85 Defence) is a great entry-level option.

The best ring is the one you can put on my finger.
Also, keep in mind that you don't need to actually WEAR the luck rings. By obtaining the Hand of Glory Relic from Archaeology, you can gain Tier 1/2/3/4 Luck as a permanent perk by combining the Hand with the Ring of Luck / Wealth / Fortune / Dwarves and offering it to the Monument. This allows you to wear a combat ring such as the Sixth Age Circuit or a skilling ring such as the Ring of Whispers.

Requiring 83 Archaeology, let's not forget that little caveat.

There are actually 4 Hand's of Glory, obtained at 24, 51, 58, and 83 Archaeology. Each one is used with the next most powerful ring; ergo, 83 Archaeology is only required for the Luck of the Dwarves (which is likely beyond the means of a player asking 'what is the best ring').

Yeah I know 🙂 I was meaning in terms of acquiring the highest Hand of Glory Relic, 83 Archaeology is required.
