When it does work, it should apply once you make the selection automatically. Works for me but looks like crap. I'm playing on a 1440p monitor though, and it looks great without interface scaling. Icons are a bit small but it's not bad since most of them are keybinded anyway. They added text font size recently, so that's not bad anymore. And they are working on making the buff/debuff bar icons bigger as well.
Another thing you can try is going into the properties of the client and going to the compatibility tab. There are a few settings related to dpi that you could mess around with. I believe one of the settings allows you to use windows dpi in the display settings to change the size of the text and icons for the application. I can't remember if it works for rs3 or not, but I do know it would make everything else on your monitor use those scaling settings too which isn't ideal.
Highly doubt that proper support for 4k happens anytime soon. They'd have to redesign every ui component in the game to have a higher max amount of pixels. Then they could scale down for lower resolutions cleanly. Problem is the market for 4k isn't big, so there's not an incentive to make it a priority, especially when there's so many other projects on the pipeline that would benefit most players.
