The reason I want to buy (several) packs via steam is cause it's waay cheaper that way. I'm not from Europe/US, so there're no regional prices on the RS website - to give you an example, a half a year pack for OSRS on steam would cost me say 5$, whereas on the official site it would be like 15$ [could give you the prices in my regional currency, but that would hardly tell you anything I suppose].
I mean I'm not [that] broke, but the sub fee if bought via their site is greater than that of WoW and FF14, which is a bit discouraging tbh
Without the knowledge of Grandfathered payment plans or the benefits of Bonds or just the simplicity of saving money on a Premier Plan: you could end up wasting money.
When you say, "... but does that extend to ALL of the subscription packs?" I can only assume you mean via Steam. On the Runescape website you can opt for recurring membership plans that bill every month, or, Premium Membership packages that recur every year based off of a lump sum down-payment for that year. You could also purchase Membership with in-game Bonds at a rate of three Bonds per 45 days, (or longer, possibly even buy Premier Membership as earlier described).
There's a lot of options for you to consider and I'm sorry if it sounds like I'm beating a dead horse but the technicalities of this are foggy, especially when they release such a false advertised 'DLC' package on their store page.
Instead of reconsidering a payment through Steam, try comparing the prices first to see how much of a difference it can make:
reconsider : to consider again especially with a view to changing or reversing

It seems that you can't buy one and the same pack more than once, yes. All the other packs are still purchasable tho.
