World Messages, Can't Toggle, Always On

I'm trying to use the World Message system to get key warnings when events are going to be live, but I've tried toggling to see players achievements and levels off, logging out and back in, nothing seems to work, even went to the doom slayer even though in game settings goes to the same place, still the messages aren't being disabled, I still see all the players earning titles and 120 levels or 200m xp in broadcasting messages

please fix the bug

(before someone says, I can toggle it off in the chat window itself, yes I know that, but that's also where world messages popup for event warnings, so among other things, I have to see all those players awards while keeping an eye on it with all the spam)

after the examine is with them toggled on, so no matter if it's off or on for me, it's always broadcasting the messages

if you would have read my post, I already did all that and even mentioned going to doom slayer, even though settings in game from the esc menu go to the same place, it's not working

I'm still having this issue since when I posted it, but I guess it's just a ME issue and no one else is having the issue, still as the same, I can toggle on and off the notifications for world but no matter the setting, they come through anyways, so I see 200M xp has been earned by <person>, has reached 99 in all skills by <person> ect.
