The sheep is the one with the penguin feet.
Try sheering it?

If you're doing questing I recommend using https://www.runescape.wiki it is way more informative than the in-game quest tab walkthrough which IMO is a jumbled and often confusing mess.

you can gauge a quest by the wiki rule, if you need the wiki it's a badly written quest
