A good way to make money is by mining rune and luminite ores in the mining guild in falador requiring level 60 mining and it is around 2m an hr.
As a member if you are good at bossing you can make 6m, 10m, even 50m per hour depending on how dedicated you are to perfecting the combat system.
This game isn't P2W as to max all your skills out with IRL cash would take £10k+ as "A Friend" spent $13,300 to get all 99's in 2016 and that was before the new skills.
There are in game bosses that drop items worth well above the in-game bond currency price and it doesn't take much effort to do simple tasks for players who can't play high level pvm content. There's no need to pay for membership with real life currency if you plan on being active.
