First, the bonds aren't code so that way of selling in g two wont work
Two the number of fraudster wont reach even 2% of total orders
Three, there are already people doing it, people wont stop anyway
If Membership for RS3 becomes purchasable through Steam you'd need money in your Steam wallet or use credit card or PayPal. The Memberships wouldn't be codes, or at least I am fairly certain that will be the case.
And like mentioned here...
It has been happening over the years with any kind of game that has redeemable physical cards as long as someone cracks the code how the code system works or is involved in the black market. But nowadays the codes usually need to be activated which usually happens upon the purchase or you buy the code straight from the seller and they generate a code that will only work if there has been a confirmed transaction. When we still had GameStop here that was the only way you could buy the cards. All you did was say to the cashier "I need voucher code for X" and they gave you the code on the receipt. Bought Steam Wallet money if I had too much cash in my pockets this way.
So the only way to money launder is to use cash. And who the hell has cash these days?
And last but not least to my understanding you can't use the Membership voucher codes for Bonds so they are close to useless in the black market.

Start runescape and click the membership-button in the lobby. its on the top.
then you select 1 month membership and continue to checkout.
at the bottom there is something called "frequently bought together", one of the options there is a bond.
add the bond to your purchase, then remove the membership.
then checkout and you can pay with whats in your wallet on steam.
Make sure you got the money b4 you do this, if you have to add money during this transaction it gets complicated.
in game you open bonds menu and click buy bonds to go straight to bonds buy page, same for keys and membership, they can open to their own pages, you don't need to log out either, your purchase gets auto added, can use steam wallet for anything too, i add the funds on the fly and have no issues
It might be harder to get them officially, but if they were on Steam, they'd have more tax on them and cost more.
