Most only level to 60 for quest requirements. Guardians of the rift from level 27 is what most people do, or Ourania Altar. Runecrafting is slow exp regardless of method.
After quest requirements, some level to 77 for blood runes for a fairly "afk" money maker.
Runecrafting doesn't unlock teleports and dimensions on its own outside of access to the altars, that's more of a Magic skill thing. And you're right, most people just buy the runes they need as it's faster to kill things to make money and buy runes than make the runes yourself.
The old-school altar/tiara/talisman methods still exist, and the slightly-upgraded old-school Abyss method exist too; both have their appeals, and both viable to Ironman in some aspects. Lore-wise both methods have their place too.
Efficiency-wise today you can obtain a larger-amounts of Runes faster than those old-school methods.
I'm Ironman, and only make Laws or Natures in Abyss. I high-alch stuff with Nats, and use that gold to buy Runes packs from Pest Control :p And I have 100K+ Death Runes all from Cats/WArdy. The Laws are for the Edgeville Ancients tele for Abyss: https://www.youtube.com/watch?v=gpyf3cxJWJg
