when an OSRS account is created with steam there is no userneame, no password, no email... nothing to hijack other than the steam account.
unless there's a way to activate the "RuneScape Authenticator" without the use of a 3rd party account it requires a 3rd party account.
it's not specified on the store page that this game requires any form of additional registration while it does.
if you're still lost please try to be specific :)
After that get authentificator extension for browser.
Then follow the instructions on the Jagex website runescape.com to activate 2 factor authentification
Doesn't matter if it's steam or old jagex account - this extra authentication requirement locks you from completing content from the game. Additional authentication supposed to be each player own privacy choise. This is forcefull and anti-diplomatic.
