Romeo not appearing' can't do quest
Title says it all' I can't start the romeo and Juliet quest' Juliet is to distracted to talk to me and Romeo is not where he should be

i looked it up on the wiki and it seems like it's possible for him to wander into the east bank, inside the palace, or the general store

if you still can't find him you can try hopping worlds until you find him in the varrock square

I found him! He was in the general store' thank you for helping me' I was starting to think the steam version was bugged lol
